Hello - can anyone help me identify this stitch?

Welcome to the 'ville.  There are several similar stitches, this sort of looks like a hybrid as I think I may be seeing structure at the bottom but not at the top, but look at clusters, bobbles, and puff stitch tutorials (Here is one).  It is definitely not a popcorn which is more structured and 3-dimensional.
