Tunisian half double stitch

I'm new to crochet but really new to Tunisian. I'm working on a 9 patch quilt like sampler. Tunisian half double is challenging me. 

Here's the thing: I'll have 28 stitches on my hook then complete my return pass. When I create the next row I end up a stitch short but can't figure out where anything is wrong. Nothing looks skipped. Any help is appreciated.

I'm correcting my question. Apparently I'm so new I don't even know which stitch I'm working. It's Tunisian double. Sorry.

I noticed on the instructions for the return pass that for the first stitch you pull through ONE loop and then for the next stitches pull through two loops.  This would be an easy place to mess up and cause a decrease.
