Please help starting pattern - missing an increase?

To begin the pattern is as follows:

Ch 13, sl st to form ring

Round 1: ch 1, 15 sc into ring, sl st in beginning sc to join

 

WHERE DO WE GET 15 from??!? I am missing where we get 2 stitches from this. PLEASE HELP me understand 🙂 thanks so much.

You are crocheting into the ring you made NOT into each of the chains so you make 15 into the ring.
