If a pattern says 2 sc and does not tell you where to put them, it means 1 sc into each of the next 2 stitches (or chains).

Inc means increase, and unless it says otherwise means to put 2 stitches into 1 stitch.

When you see inc it means to make two stitches into one stitch of previous row unless specified otherwise.  This pattern looks to be written in an abbreviated format.  Instead of saying sc in next 2 stitches it just says 2 sc.
