Are you making Amigurumi? - toy?.  I always start a ball with 6sc in magic circle. Than each next round I add 6sc. There is a formula to explain to you how to do that. Go to Google & search: "How to crochet a ball". There are many video's on that subject.

If you are following the pattern as written, be patient. Usually the shaping will progress to the shape it is supposed to be. 

If you have completed the shaping and it is still flat, then give us more of the pattern to help figure out the problem.

When crocheting balls they do start out as flat circles and pretty much stay that way until you stop making increases.  Then in a row or two it will cup.  Decreasing stitches will make the top part of the ball.  The type yarn used, hook size, stitch used and your tension will all affect it.
