what do these instructions mean?

"Multiple of 14 sts + 1

(add 1 for base chain.)"

Does this mean add 1 stitch after every 14, or just one after the final 14? If the former, why not just call for multiples of 15 and one more for the base chain?

It means to just add 1 after you determine your multiple of 14.  On something with many chains I chain a few extras in case I miscount.  The extras can then be undone.  It sucks to get to the end of a couple of hundred stitches and find out you are short 1 chain.
