Am I reading this pattern correctly?

Ch 3 at the start of rows counts as a st, it is very easy to miss, a st marker is highly recommended. Gauge measurement is not overly important for this project.

Ch 31

Row 1: sc in 2nd ch and ea ch sp to the end,

Row 2: ch 3, turn, (skp st, tr, tr in skp st) rep 14 times, dc in last st.

Row 3: ch 1, turn, sc in ea st across, including the top of the ch 3 at the end of prev row.

Row 4: ch 1, turn, sc in ea at across.

Ch 5-135: rep rows 2-4, skip row 4 on the last rep.

 

--Row 2 I'm confused about. So chain 3 and turn I understand. The part I don't understand is the (skp st, tr, tr in skp st). Since the chain 3 counts a stitch you skip the 2nd stitch, treble in the 3rd stitch, and go back and treble in the 2nd stitch so they would end up crossed like an X? Or am I reading this wrong?

Yep you are making an X. I can see the crossed stitches or X's in the scarf in photo of it.  They are not as obvious because the yarn is so fuzzy.
