Help with double **

Hello,

Hoping someone can help me.  

The ‘FRONT’ part of the pattern I am about to start working on starts with double ** and ends with double **.  I know * means repeat, but I am struggling what a double ** means right at the very front and right at the end of the pattern.  I attach a couple of photos of the instructions.  
Very great full for any help.  Thank you. 🙏
