2300 Euros???  The bag flap is knit (looks like 1x1 ribbing).  I'm sure the fringe was made by machine, but you can sort of duplicate that by folding 2 or so strands of yarn around something like a nail in a vise, and twisting (a lot).  It leaves 1 end nice like the fringe, but you have to tie a knot or sew in the tails at the other end (I've only ever knotted).  

This is the top of a Scandinavian-style hat with a top treatment that I made like that (the scanned colors came out odd, and the ends flop down when worn, not up like antennae!) These are 2 pieces, made separately, the nice ends you are seeing are the ends where the yarn wrapped around a nail, 2 the loose ends were pulled thru the hat closely together (but not thru the same hole) and separately tied & secured, the knot on top is just decorative.  It's a little hard to see the twist because there are 3 colors, hopefully you can make it out.

This would be super labor intensive for a fringe.
