The previous row must have had you chain a stitch which is a space (maybe it said  something like dc, ch1,dc) 

On this row you skip over that ch. And do 2 double crochet in the next stitch

? SKP is a knitting term (slip, knit, pass), I agree with Ratdog that it must be a non-knitter's abbreviation or typo for skip.
