Can someone please help me understand what "sc in the next 12 sc, inc" and "sc in the next 12 sc, dec" means. Thank you!

Can someone please help me understand what "sc in the next 12 sc, inc" and "sc in the next 12 sc, dec" means. Thank you! I've been trying this mermaid pattern but I ended up with a curly tail instead.

It is telling you to sc in the next 12 stitches, then do 2 sc in the next stitch.  Then sc in 12 stitches and decrease in the next two, which is pull up loop in next 2 stitches and crochet them as one sc.
