Its telling you to work the stitch in your turning ch of the previous row as in illustration 34 here.

Terms are in US so its referring to stitch as dc which is UK tr. 

The tension square has you work 1 tr in 3rd ch from hook not 4th so at end of row 6 you cant tr in 3rd of 4 ch but will have to  tr in 3rd of 3 ch.  When it is having you make a turning ch with 4 chains 3 of the chains are counted as a tr and the 4th is a ch to make a space.
