Need help identifying crochet stitches

Welcome to the 'ville!

This is a guess, not positive if this is 'it' but it should look similar-ish.  This is more or less a 2 stitch basket weave in SC.  Basic recipe:

Chain several inches longer than you will need and work back, later you can cut the extra chains leaving, say 4" and pick out the chains, there should be more than plenty of yarn once it's picked 'straight' to weave in.

row 1: straight SC.  Break yarn; all of these rows are made same side facing, so no turning and there will 2 ends to weave in for every row, so leave at least 6" each row to weave.  So after breaking the yarn for this and other rows, go back to the starting end.

row 2: *2 Back Post SC, chain 2, skip 2, repeat  (the back post SCs will be the ones that recede into the background).  Break yarn

row 3: *2 SC into (not around) each chain space, 2 chains over each group of 2 SC.  Break yarn

rows 4: Back post SC into the SCs, SC into the chains.   

Having said all the above, what I didn't mention is there's probably a few inches at each end of the belt that is just plain SC for all rows for stability, and also because you can't start a row with chain spaces.
