Treble post stitch

Pattern says when starting next row to SC 7 then do a treble cr around the post of the 3rd SC in previous 2 rows.  Then skip next st and 2 SC and then another treble around the post of the next st 2 rows previous.  This does not look good and am wondering what I am doing wrong.

I wonder if this is an awkward way to say "treble cr around the post of the 3rd SC 2 rows below", which sounds about right distance-wise for a treble post over SC.  So 1 stitch in one spot 2 rows down, not 2 stitches comprised of 1 stitch 1 row down, and another 2 rows down.

In other words, if you are currently in row 4, you'd be making the post around a sc in row 2.  Does that look like what might be supposed to be happening from the pattern photo?
