You will chain 2 then in the first chain you will make 3 DC.  you will then chain 1 and turn for next row.

^ What she said, also at the very end, that [3] is not telling you to do something, it is a tally of the # of stitches you should have made for that row, as a  double check that all is well.  The turning chain doesn't count for that row.
