Pattern question

A pattern reads to crochet in every stitch, and the previous row has hdc, ch 1, hdc, ch  1, etc, do you crochet in the chains in the previous row or just the hdc?

That may vary depending on the pattern.  Can you tell us the name and location of the pattern?

 It’s a Caron Sunset Dreams Shawl pattern.

I looked at it, it does mean to work into the chains as well.  The stitch diagram is helpful to answer this question.  It is on second page.

I have seen patterns that said "every stitch" and didn't include chains in that.  So it can be hard to know.  Looking at pictures is usually helpful, and especially when the pattern is presented in graphic form, like this one is.
