Hi and welcome to the 'ville!  This is how you work either a decrease (DC2together) or make a 2 DC cluster.  A decrease is made over 2 stitches so they use 2 stitches from the prior row but end up joined at the top as 1 stitch; a cluster is the same thing, but all in 1 stitch.  Note, it can be more than 2 stitches, eg. DC2tog or 3DC cluster, etc.

Make a DC, except don't finish the last yarn over and pull thru.

Start ANOTHER DC in the same spot ('joining' spot in this case), and work until the last yarn over.  You should have 3 loops on your hook - the 1 that's always there, plus 1 for each partial DC.  Now, yarn over and pull thru all the 3 loops.

"Holding back" is this designer's way to say to stop short or don't finish the stitch until the pattern says to.
