Foundation chain

I am having difficulty with a foundation chain.  Here are the directions.  With (MC) ch 184,hdc in 3rd ch from hook, and in each rem ch across, changing to CC in last st, fasten off MC. Turn. (183dc) , counting last 2 chs of foundation ch as first hdc, how do you get 183 out of this.    It does say on Row 2 ch2 counts as first hdc throughout.

 I have one more question on row 4 it says Ch4 ( counts as first hdc, ch2), so do you count it as 1 stitch or 2.

 

Please any help would be appreciated

The initial chain count is right for the end number of stitches.  Imagine chaining 3, and putting 1 HDC in the 3rd ch from the hook.  You'd have 2 HDCs, one a 'real' one and one a ch-2 counting as a HDC.  So, you'd have to initially chain 1 more than the end number of stitches that count as HDCs.

Your second question's direction also makes sense beyond the foundation chain; out of 4 chains, the first 2 'are' a HDC, and the second 2 are chains.

In general, when a turning chain is counted as a stitch, after the first row you skip the first stitch - because the chain 2 is the stitch that would have otherwise gone 'into' the first stitch after you've turned.
