FO question for baby hat pattern

Charity Baby Hat

I'm whipping this together for my friends new baby. This is probably a silly question with an obvious answer. At the end it just says FO. So, do I fold up 3 or 4 rows (or more), then whip stitch the top?

FO = finish off.

As in end your last stitch, cut, weave in ends.

Thank you. I looked again and realized the end of the pattern continues farther down to create the brim.

If you want to have a brim, the size of that brim it would be up to you. 3 or 4 extra rows, whatever you like better. You make that fold where you would like. I did not read that pattern I only looked at that picture.  I do not think there would be anything to whip stitch.
