It looks like too many stitches in too small of a space. Also, it doesn't look like you worked in the back loop only for the odd rows and front loop only for the even rows through row 6. Row 7 adds the first row of shells. In the next rows, you're not adding rows. Row 8 is done in the free loop of row 6. 

The top of a stitch has 2 loops. Normally, you insert your hook under both loops. Back loop only (blo) means to insert your hook under the loop farthest away from you. The other loop is unworked and it's called the free loop. Front loop only (flo) means to insert your hook in the loop closest to you. The other loop is unworked and it's called the free loop. When you alternate rows working blo & flo all of the free loops are on one side. These are the loops you insert your hook into in rows 8-12.

Your picture doesn't look like the pattern's picture, because you tried to do the shell stitches in a bunch at the top, instead of in the free loops.

Rows 1-6 are sc stitches that create a base for the shell stitch. Rows 2-6 are sc stitches done in alternating flo & blo to create a piece with the free loop all on one side. (See my post above.)

Row 7 adds the first row of shell stitches to flo of row 6. It's the last added row.

Row 8 is the shell stitch done in the free loops in row 6. It's like crocheting on top of row 6.

Row 9 is the shell stitch done in the free loops in row 5.

Row 10 is the shell stitch done in the free loops in row 4.

Row 11 is the shell stitch done in the free loops in row 3.

Row 12 is the shell stitch done in the free loops in row 2.

Except for row 7, the shell stitches are all done in the part you created with rows 2-6. Rows 8-12 don't add rows.
