You may want to directly contact the site administrators about offering translation services.  Translating an entire pattern may be considered a violation of the pattern's copyright and  the site has guidelines about observing copyright, which you can read more about in the Town Hall section.  

Regarding advertising, I think you can find information in the Support Our Indie Businesses section and possibly the Town Hall section.
