Sc in sc and dc in dc mean that you're making an sc in the previous row's sc stitch and that you're making a dc in the previous row's dc stitch.

When you have numbers after the instructions, they are a stitch count.  They are there so that you can count the number of stitches that you made and compare it to the number that patterns says you should have made.  When the stitch in the row/round is all the same or similar, then the count may be just a number.  When it's mixed stitches, then the count may look like X sc, X dc, X ch sp.  When the count is for multiple sizes, count may look like XX (XX, XX, XX) as an example for 4 sizes.

If you're making something that comes in multiple sizes, like the boy's dino sweater, you only use the count for the size you're making and ignore the rest.  It helps to take a highlighter and highlight all of the instructions and counts for the size you're doing.  That way it is easier to ignore the other size's instructions and counts.
