Reni, it's called a rumpled ripple/cobble stitch.  Here is a link for the scarf pattern.  I just adjusted it for a baby afghan.

Funny....I just the other day made four pairs of KatieCooks&Crafts baby mittens and got them in the mail the next day to my GD and my niece. They were easy and very fast to whip up.
