poncho length

Question

I'm making the little-pebbles crochet poncho.....starting at the bottom, after making the ribbing and working on the body, 
"Rep last row for pat until total length measures x amount of inches.   Am I including the ribbing in the length or not???
 
Turn work sideways and proceed as follows:
1st row: (RS). Ch 1. Work 46 (50-54) sc evenly across side of ribbing. Turn.
2nd row: Ch 1. *1 sc in next sc. 1 dc in next sc. Rep from * to end of row. Turn.
3rd row: Ch 1. *1 sc in next dc. 1 dc in next sc. Rep from * to end of row. Turn.
Rep last row for pat until total length measures 14 (17-19)" [35.5 (43-48) cm], ending on
a WS row.***

YEP!   I frogged a couple of inches and then measured including the ribbing.   Much better.
