Help with sizing

I am going to crochet a shawl for a 12 to 18 month old baby but I'm not sure how many chains to do for the neck, does anyone have any recomendations ?

Do you mean, like a poncho?  I'd think something about the same or a bit bigger than for a hat's brim.

Hope I am not to late but I have some tips....here is a link to a sizing chart her website has other sizing charts as well.....

Last year I made a shrug for a little girl who was 12 months & those cute little shrug/jackets oppose to making a shawl that doesn't stay on a child that age......

 

This is the pattern I used for the white style shrug picture I just attached to this post  basic shrug

You can also use a sweater pattern which I have done making it shorter & leaving off the sleeves if you want a summer style jacket......
