DC in stitch directly below?

What does this mean:

 

"Chain 3 double crochet in single crochet directly below."

 

I get the chain 3 but, is this just another way of saying "double crochet in the same stitch?"

Sounds like it to me as well.

Is the chain 3 a turning chain?  Then I agree-normally you would skip that stitch if you were making a solid fabric, so the pattern is telling you to use that stitch instead of skipping it - it would be an increase.

I assume that you're doing a ch 3 turn after ending the previous row with a SC?  Is there another SC below the row you just finished?  There are some patterns that have you crochet into the row below to create a loop overlaying the pattern.  Are there any other times that you crochet into the row below?  If yes, it's a possible answer.  If no, then Magic & Granny are right, IMO.
