Help with a Step in a Pattern

Hello! I'm pretty new to crochet and I'm attempting this "easy" pattern for a combined cowl and hoodie. I'm a little fuzzy on this step (at this point I've made 9 rows - 48 stitches each - in a round for the cowl):

 

chain 2 (counts as first hdc) **hdc 10, dc dec (repeat from**) all around, slip stitch into the first hdc. (44 sts)

 

So do I just chain 2 like a completely normal, then do the half double crochet 10xs, then just do one decrease, then repeat for one row?

You do the ch2 turning chain as usual, then 10hdc, then 2 hdc together, (dc dec), then 10hdc, then another decrease, right around. So you have done 4 dc dec.

That is just the instructions for that round.

Like FlossiePotts said, you will do a total of 4 decreases in that row, which takes you from 48 in the previous row to 44 at the end of this one.  So the repeated portion must be done once, then repeated 3 more times to get to the end of this row.
