Where it says ponto barra 2x2 what should i do here.? I understand that i make 1dc in each st and then i come to something i dont know what is/how it is done?

The 2row is back/front post and then what. How do i get it slightly skewed.

does this Crochet in the round or back and forth.

I think it may just indicate where you are to slip stitch.  I would guess the ch 3 does not count as a dc.

I think the chain3 is shown as leaning just because you are to work in rounds and turn before each round, so the sl st will be on a different side of the chain each time.

 

The main part would be easier to work flat i think.
