Right Armhole Shaping

Next Row (back): Decrease 2 (2, 2, 2, 2, 2, 2) sts by slip stitching in each of first 2 (2, 2, 2, 2, 2, 2) stitches. Sc across 23 (26, 28, 31, 33, 35, 38). Ch 1, turn.

Next Row (front): work across to within last 2 (2, 2, 2, 2, 2, 2) sts = 21 (24, 26, 29, 31, 33, 36). Ch 1, turn.

Next Row (back): For 6 mos, and 12-18 mos, move to continue working in Sc rows.

For all other sizes: Decrease 1 st in first st. Sc across, 0 (0, 25, 28, 30, 32, 35) sts. Ch 1, turn.

Agree.  I'm going to guess that the first 2 sizes are 6 mos and 12-18 mos., for which they gave you instructions above to "continue working in Sc rows.".  Which is why the first 2 sizes tell you to work zero stitches; this is just a place holder which keeps the other sizes in the same order of all the sizes listed.  If you were working on the third size for example, you would have been focusing on the third number to follow in each string of size specific instructions.
