Help with baby booties

I have difficulty in understand when it saids to fold in half matching row 1 and 11.

After you have completed row 11, you will fold the bottom up to the top, so row one and row 11 are together at the top.

 

Imagine if you have a piece of paper, and you fold the bottom edge up to the top edge.  That's what you're doing.  You're matching the bottom of your work to the top.
