Question

I'm confused with this crochet pattern, it's for a sleeve but i don't understand how its meant to increase.
Sleeve Pattern:
Row 1: Ch-4 picot, *ch 4, 1 sc in next sp, rep from * ending with ch-4 picot
Row 2: 2 sc in next sp, *ch 4, 1 sc in next sp, rep from * across, turn.
Row 3: Ch3 (first dc), 2 dc in next sp, *ch 1, 3 dc in next ch sp, rep from * across, turn.
Rep rows 1-3 for pattern.
When starting Row 2, it says I have to do 2 sc in the next space... but then when I come back around with row 3, there is one space left because of this and the garment actually gets decreased in width.
Am I meant to do the 2 sc IN the picot??
