I was stumped until just a second ago when I re-read it.

 

(sc in next st, inc in next st) 3 times, sc in next 12 st.

 

(sc in next 2 st, inc in next st) 3 times, sc in next 12 st.

 

(sc in next 3 st, inc in next st) 3 times, sc in next 12 st.

 

(sc in next 4 st, inc in next st) 3 times, sc in next 12 st.
