2 & 4 Y\O hats?

am working on two hats ..

 

one for a 2 years old and the other is 4 ..

 

am doing them with HDC ..

 

and am wondering .. for how many rows do it have to keep adding stitches for each?

 

and how many rows without adding do i have to work to fit the head.. ?
